Nicasio Design Review Board

The Nicasio Design Review Board (NDRB) is a committee appointed by the Nicasio Land Owners Association.  Its purpose is to review development proposals in Nicasio, from the perspective of the Nicasio Valley Development and Design Guidelines. The NDRB provides comments to the Marin County Community Development Department as part of their public comment process, and often works with applicants to modify projects to bring them into conformance with the Design Guidelines.

The Nicasio Design Guidelines were adopted by the Marin County Board of Supervisors in 1997 as the standards under which development proposals were to be reviewed. To gain approval of a project, the county staff has to make a finding that the proposed project is in conformance with all aspects of the Nicasio Design Guidelines.  

As an aid to applicants seeking to site new development in Nicasio, we have written the package titled:
"An Introduciton to Development in Nicasio, A Background and Guide for Applications for New Construction in Nicasio"  This material is intended to provide some background on the key issues in the community as an aid to understanding the context and background for the Design Guidelines. While the Guidelines are the sole source of rules, the interpretation of some sections has been subject to disagreement. Therefore, the background is intended to provide applicants with a better understanding of how the Guidelines have been interpreted in the past which may aid applicants and their architects to better anticipate how the community will evaluate an application.

Nicasio is home to a thriving equestrian community, and we anticipate growth and expansion of this part of Nicasio over time. However, with horses comes the prospect of environmental and other impacts. According to County zoning rules and Nicasio's Design Guidelines, any parcel on which it is proposed to house more than 5 horses,  a horse management plan must be filed. To facilitate the creation of those plans, the Nicasio Design Review Board has developed a suggested format for horse management plans.

Membership

The Nicasio Design Review Board members are appointed by the Nicasio Land Owners Association.  The board meets as needed, to review applications and discuss issues that arise from time to time. There is a conscious attempt to maintain a diverse membership, comprising people from different neighborhoods of Nicasio, as well as representing different backgrounds and skills.
